Our History
System13, formerly Commonwealth Clinical Systems, was founded in 1973 by Robert Reid, MD, head of General
Medicine at the University of Virginia's School of Medicine. Dr. Reid envisioned a goal of improving health
care quality through the use of computer-assisted data collection and analysis.
The company worked with public and private health care organizations to develop data entry collection and
verification systems. Many state agencies and national organizations wishing to outsource data collection
and validation turned to System13 for their data collection and warehousing solutions.
Several medical data evaluation programs enjoyed national recognition, and over the years System13 developed
a broad spectrum of data processing solutions. Among these, include systems to:
- Collect, edit, and verify provider based data sets, and report on statewide claims data.
- Process, validate, and administer data for Medicare and Medicaid case review.
- Edit and analyze the data of a large nationwide association of insurance companies.
- Parse and convert 837 EDI transaction sets


Our Mission
System13's niche market has always been health care data collection, warehousing, and analysis.
Specifically, we specialize in providing data gathering, editing, verification, analysis, and reporting
services to our client base. This clientele is best described by their membership in the National
Association of Health Data Organizations (NAHDO).
System13 remains committed to the improvement of health care through facilitating cost-effective and
accurate medical data warehousing. We maintain current lookup tables, offer proactive measures to help
providers improve accuracy, and create fast and user-friendly data capture systems.

Preston Morris
In 2006, Preston acquired what was formerly known as Commonwealth Clinical Systems and immediately set out
to transform the company. He restructured the product offerings, modernized the infrastructure, and
upgraded the equipment to meet the evolving needs of the industry. Under his leadership, System13
successfully redeveloped a major proprietary software solution, investing in one of the nation's top user
interface engineering firms to create a streamlined, efficient, and visually engaging user experience. The
result was one of the first web-based data management solutions in the healthcare data sector.
Preston's strategic vision and hands-on leadership have propelled System13 to the forefront of the data
capture industry. His expertise in planning and execution has driven revenue growth, profitability, and
business expansion. With a background as a network administrator, he possesses both the technical acumen
and strategic foresight to oversee operations, optimize financial performance, and maintain a competitive
edge.
Beyond his current projects, Preston also leads System13 Labs, a dedicated initiative focused on
innovation and technological advancement. A lifelong resident of Central Virginia, he is an active
community leader, supporting organizations such as the Charlottesville Albemarle SPCA.

Lynn brings the donuts, keeps the team moving, and sooo much more! She serves as Project Manager for the
Texas Health Care Information Collection and the Director of Business Operations. As a Project Manager she
oversees the ongoing development of the data collection process and software application and is pivotal in
ensuring continued implementation and operation of our company's largest web application. She is also
responsible for coordinating first level support for Texas Health Care Information Collection. She has
successfully delivered numerous releases. In her role as Director of Business Operations she oversees the
accounting and administrative efforts of the business to ensure that the goals are met. She has a track
record in quality assurance which produces consistent revenue streams.

Senior Data Analyst
John Coogan

John Coogan
John has been with System13 for almost 30 years. His original task was to create a distributed
claim-correction software solution for 800 facilities back in the days of UB92 data processing. His
expertise was instrumental during our transition from UB92 to 837-EDI processing as we migrated to our
proprietary claim structures. John authored our in-house 837 data conversion utilities and help desk
systems as well as contributing layouts and video work to our website. Our initial Virginia data
processing is
currently done by John, and he is also responsible for the final QC and quarterly deliverables for over 7
million claims from the pool of over 1200 Texas facilities.
Weaknesses: SPLELLING! And ... he loves to double space after every period ... just to drive the younger
colleagues nuts, for real!

Mel Riffe
Mel, Independent Contractor, manages the development and support of the THCIC/Web application back-end
services and ancillary operations. This includes the definition of client requirements, system
specifications, detailed design, coding and testing of application functionality and Operating
System-level support. Mel has extensive experience in information systems design, data management, and
custom software development.
System13 has had the privilege of working with Mel since 2009. We would have included his resume, but it's
47 pages long.

Megan Helwig

Megan Helwig
Megan is the resident front-end expert and manages the user interface for Texas Health Care Information
Collection. A graphic designer turned software engineer, she oversees upgrades and additions to the
current application, as well as testing and debugging any found issues with a focus on user experience.
Megan has extensive knowledge on a variety of JavaScript frameworks, DOM manipulation, and CSS—she
actually built this website from scratch! Always a student and a fast learner, she is expanding her
expertise by taking on work with back-end services.
In her free time, she enjoys biking, gaming and spending time with her two cats, Rogue and Daisy.

Scottie Chambers
Scottie is the newest dad on the team and a Charlottesville native, who is also the newest learner. He got
his coding skills from a boot camp but got his interpersonal skills naturally. Scottie supports Tennessee
primarily but loves to dip into other projects as needed. He has experience with Python and Javascript
frameworks and looks to add that experience to the team.
When Scottie is not asking Mel coding questions, you can usually find him watching Survivor with Lynn, or
listening to music with John.

Michael Potaczala
Michael came onboard to manage System13's IT infrastructure in 2024. Michael has over 30 years of systems
administration experience, starting with original IBM PCs running MS-DOS 3.30 and the mostly forgotten
file server operating system Novell Netware, writing bespoke utilities in ANSI C with the Netware API to
automate tasks. Besides MSFT Windows since it ran as an application on MS-DOS, Michael has been using and
administering multiple Linux distributions, starting with early versions of Slackware and Red Hat Linux.
Via automation of repetitive tasks with cron jobs using Shell, PERL, and Python scripts, Michael enjoys
having some free time. Bits of that free time go towards PC gaming, photography, ham radio, gardening, and
managing a small strip of woodland for its wildlife inhabitants.
